Subject: Request for Information regarding proof and the independent research completed.

Dear [Council Member’s Name],

I am a concerned citizen and resident of Hawaii County responding to the recent amendments proposed to limit transient accommodation rentals.

I appreciate the efforts you and the County Council are making to address and protect our interests as residents of Hawaii County. However, how you are offering “solutions” with these amendments seems to lack evidence of understanding of the actual problem as well as the collateral damage and hardships the amendments presented will cause me and many local families and local businesses.

Transparency and access to information are crucial in building trust with our county council so we may continue to support you and your formulation of effective policies on our behalf. Therefore, before you pass this bill, I kindly request further information regarding proof and the independent research completed that supports the claims made in favor of these amendments are the best solutions.

As an engaged community member, I believe it is essential that we have confidence that the council we consider during each election is ONLY making policy decisions based on solid evidence and rigorous research prior to passing any amended bills. Since it seems this bill will have such significant collateral damage to myself and my community it will be important for you to provide me and my community with the following information prior to passing this bill to help us all better understand the justification for the proposed amendments:

1) Proof of Housing Shortage Impact: Please share with me any and all available data or studies that demonstrate a direct correlation between transient accommodation rentals and the housing shortage in our county?

2) I would like to see the actual researched data to better understand how these rentals are actually contributing to the problem and statistical research proving how limiting or in most cases eliminating them will alleviate the housing crisis and that there is no collateral damage to the local communities when choosing this as a solution to the housing crisis.

3) Independent Research: Please provide me with your independent research studies that were conducted specifically for our county and/or similar regions that have examined the impact of transient accommodation rentals on the housing market? It is critical that your claims are supported by impartial analysis, ensuring a comprehensive understanding of the situation. Do you have evidence that the housing crisis has improved after Bill 108 was passed in 2018? What effect evaluation of bill 108 has the county conducted before deciding to add additional regulations as proposed in TAR draft 4?

4) Proposed Solutions: I would like to review the studies and/or reports conducted on the potential outcomes of these amendments. Please provide these as well.

Reviewing your research and your evidence will help me make informed decisions and engage in meaningful discussions with my fellow residents and community to advocate for solutions that are in the best interests of our community.

If there are any upcoming public meetings or hearings related to this matter, please inform me, as I would like to participate and contribute constructively to the discussion.
